The aim of the paper is to identify and describe some specifics intercultural competence development at tertiary level in framework language culture. Different views on higher education are presented as well different countries many scholars’ points views. results show certain including linguistic competence, cultural components development: knowledge foreign languages, background knowledge, basic soft skills. It stated that knowing understanding national culture target language, having universal skills necessary for successful development. Some developed too, such as: tolerance, a sense responsibility one’s actions, ability empathy, acceptance culture, desire understand difference unity country adequate friendly perception its realities. concluded it important know theory have practice communication, since can only be acquired through activities.
